The Basilicata Regional Authority has made funds available with the objective of supporting enterprises looking to invest in improving the energy efficiency of their operating facilities, also by using renewable sources to generate energy meant exclusively for “self-consumption”.
The fund amounts to € 5,117,051.57 (of which € 2,558,525.78 are destined to large enterprises and € 2,558,525.79 to SMEs).
Requests to access the funding may be submitted between 8 am on 1 February 2020 and 8 pm on 13 March 2020.
USEFUL INFORMATION
Who may request the concession
Micro, small, medium-sized and large enterprises that intend to invest in operating facilities located, or that are to be located, in Basilicata are eligible to submit a concession request (enterprises classified in the Italian Statistical Classification of Economic Activities (ATECO) sectors: C, G, I, J, N, Q, R, S).
Eligible activities and costs
The following types of activities are eligible for concessions:
- Energy audit and technical expenses (only for SMEs)*
- Energy efficiency improvement activities (installation of high-efficiency cogeneration systems; replacement of heating, air-conditioning, electricity supply and lighting systems; insulation of the buildings where the production cycle is conducted, for example by upgrading cladding, windows and doors, adding insulation; replacement of low-efficiency systems and components with more energy efficient models; installation of new, high energy efficiency production lines; activities aimed at improving the energy efficiency of existing systems);
- Installation of renewable energy systems generating energy exclusively used for self-consumption by the facility for which the investment programme has been implemented. To be eligible, a project must involve installing renewable energy systems only at the location of the enterprise’s production facility, which have a power rating not exceeding 500kW and that are exclusively for self-consumption purposes at the production facility.
*This type of activity is only eligible if it is being carried out in conjunction with an energy efficiency improvement activity or the installation of a renewable energy system.
The types of eligible expenses are as follows:
- Consultancy expenses (only for SMEs);
- Expenses for tangible investments (masonry work and similar activities, supply of components, installation and setup of systems, installation of new, high energy efficiency production lines, intelligent automation and control systems for lighting and climate control, installation of systems to generate energy from renewable sources).
TYPE AND AMOUNT OF CONCESSION
The grant shall cover expenses incurred for systems and will amount to 30% of eligible expenses for large enterprises, 40% of eligible expenses for medium-sized enterprises and 50% of eligible expenses for small enterprises (with different limits for energy-intensive enterprises).
REQUEST PROCEDURE AND CONCESSION PAYMENT
The grant will be paid upon the beneficiary’s request, on the basis of works progress reports for the eligible investment programme, and in no more than four instalments (one of which must be to settle the final balance for an amount of no less than 20% of the total of the eligible investment programme). The initial disbursement may be granted in the form of an advanced payment subject to guarantees.
