Certifying energy efficiency thanks to the White Certificates and the purple of Enel X

Energy efficiency is a crucial issue for private consumers and companies alike within the context of the transition towards systems that are not only more efficient but also more sustainable. The White Certificates or Energy Efficiency Certificates (TEE - Titoli di Efficienza Energetica) serve to encourage the technological shift that enables greater savings through the implementation of energy efficiency systems. The incentive mechanism is based on an obligatory energy saving regime for all electricity and natural gas distributors with more than 50,000 end clients. These distributors must achieve predetermined savings targets every year from 2017 to 2020 by implementing energy efficiency measures, directly or through the companies controlling the projects granted certification. It is also possible to gain certification according to the specified requirements by purchasing the certificates from other distributors, certified ESCos (Energy Service Companies) or public or private final users that have appointed a qualified EME (Energy Management Expert). 

How does the application process for White Certificates work?

It’s a simple process but the following steps should be followed carefully:

1° Record the current consumption of the area involved in the initiative – the recording should last for at least a year.

2° Present the project to GSE (the Energy Services Manager), including the savings measurement mechanism, along with a description of the planned measures and the system proposed for measuring consumption after the initiative has been implemented. 

3° Following the presentation of the project, it is possible to carry out the works.

4° When GSE has approved the project and after at least one year of savings, the first White Certificates can be calculated. The company is awarded one White Certificate for every tonne of oil equivalent (TOE) of savings obtained after the energy efficiency measures have been put in place. Project duration varies between three and 10 years.

White Certificates can be sold on the market platform managed by GME or via bilateral deals. Every organisation admitted to this mechanism is automatically entered onto GME’s Electronic Energy Efficiency Certificate Register.  

It should also be noted that the White Certificates cannot be bundled with other types of government initiatives already specified for the same project, however, the financial contribution deriving from the White Certificates can significantly reduce the time taken to recover the investment made in energy efficiency. This mechanism is highlighted in the National Energy Strategy as the main instrument for providing incentives for innovative energy efficiency projects.
