PJM requires all facilities that have not participated in an emergency dispatch during the 2020/2021 Delivery Year (June 1, 2020 – May 31, 2021) to demonstrate their curtailment capacity in a performance audit. Audit performance will be the basis for capacity payments for the delivery year unless a mandatory dispatch is called by PJM in the relevant period.

Audit Scheduling
Enel X carefully monitors system conditions and schedules audits when we feel that there is a lower likelihood of a true emergency dispatch occurring during the remainder of the season. PJM requires Enel X to schedule audits for an entire zone at the same time, so we are not able to alter audit timing for specific facilities. You will receive notice of an audit five (5) business days in advance, a reminder one (1) business day in advance, as well as automated notifications the day of the audit.
Audit Details and Preparation
Your facility will be required to curtail for one (1) hour in the afternoon on the day your zone is audited. Note that you may receive an earlier audit start time to give you ample time to implement your energy reduction plan by the time the payment-setting hour begins. For example, if the audit window is 2:15 p.m. – 4:00 p.m, you will have 45 minutes to reach your target, and the performance evaluation window will be from 3:00 p.m. – 4:00 p.m. The Enel X application allows you to monitor performance during the audit. Log in to the Enel X application and choose “Active Dispatches” from the dropdown to view current demand and your performance target during the audit. Payment Impact
Your capacity payments are based on your performance during dispatches or the annual audit. If PJM does not call an emergency dispatch this season, your payments for this program year will be determined entirely by your performance in the audit and will be capped at your enrollment level.
PJM may still call an emergency dispatch after audits are complete. If an emergency dispatch is called during the mandatory dispatch season, performance in the dispatch will supersede performance in an audit and be used to determine capacity payments. Additionally, an emergency dispatch would provide an opportunity to earn additional energy payments for capacity delivered.
Performance Monitoring During the Audit
Baselines represent the peak energy usage PJM expects from a facility without enacting an Energy Reduction Plan. For the audit and any other emergency events that are called this summer, PJM utilizes a “static” baseline that is based on your average energy usage during PJM’s five (5) peak load hours from the previous summer (2019). Your baseline is a single value, equal to your “Peak Load Contribution” (PLC) from last year, and does not change on a daily basis—it will be the same for the audit and any emergency dispatches that are called this program year.
During the audit, you can see your baseline displayed in the Enel X application in the “Active Dispatches” view in the dropdown. Your energy usage on the day of an audit may be above or below your baseline—performance is determined by your ability to reach the performance target shown on the graph, which is equal to your PLC minus your expected capacity. An example performance graph is shown on the following page.
