The Enel X services for sustainable development in local government
Enel X is the ideal partner for local government in transforming energy into new sustainable and smart opportunities.

Seneca, one of the greatest philosophers of all time, believed that “Luck is what happens when talent meets opportunity” (“Fortuna est momentum quo occasionem convenit talentum,” in the original Latin). In the modern world, which is characterised across the board by the energy transition that the increasingly brutal effects of climate change urgently request, opportunity comes in the form of “innovation.”
Energy efficiency is one of the pillars of the “Europe 2020” strategy, which is promoted by the European Union to encourage intelligent, sustainable and inclusive growth in all the Member States. Indeed, a modulated approach to an aware consumption of resources is what will usher in new opportunities, promoting economic competitiveness while respecting the environment.
Local government can certainly play a key role in the sustainability challenge, by implementing efficiency practices to make energy consumption and financial management more sustainable. However, in order to have a good match, you need a top player, one that can support the administrations as they align to the indications from Brussels and work on reducing polluting and adulterated emissions in the municipalities of Italy. Enel X is one of the main partners working with local government every day to increase the efficiency of public services through data governance and digital technology.
“We need to create Smart Communities, i.e. groups of people who already live in healthy environments, before we can get to Smart Cities,” explained Mario Daviddi, Head of Project Financing Team e-City Solutions Italy at Enel X. He was speaking at the “Cantiere IoT per i servizi locali” (IoT workshop for local services) round table. This was organised by FPA, the service and consultancy arm of Gruppo Digital360 specialised in public relations, institutional communications and the training and support of the organisational and technological transition of local government and systems.
Enel X offers a wide range of services created specifically for municipalities, local and public institutions. This is not limited to public lighting and its relative energy efficiency, but also includes e-mobility. The Enel Group’s global business line, which is a leader in e-mobility worldwide, is actually investing significant resources in “electrifying” all of Italy in a comprehensive network, thereby making sustainable mobility a reality today.
Key word: interconnection
How does one really change an urban setting to make it “greener” and improve the quality of life for its residents? The key word is interconnection. “We offer solutions that make everything that is consumed inside a city more efficient and intelligent,” Daviddi went on to say, “like in an open IoT (Internet of Things) platform, where all the gathered data are brought together so they can be analysed in order to find new solutions.”
Once again, another key element is dialogue. In this case, the dialogue between local government and businesses which is, undoubtedly, not always easy, but is today widely incentivised by the efficient and powerful tool that is public-private partnership and, in particular, by project financing. With the support of this administrative tool, one of the most widely used by Italy’s municipalities, Enel X can offer support to local government in urban regeneration projects, with the help of that much-needed push in spreading a more sustainable culture that will encourage municipalities to make a “cultural leap.”
Enel X provides local administrations with its extensive presence all over the country and years of project experience in the service and infrastructure sector. The service can be distributed though the main sales channels, from the most traditional to the most innovative such as project financing. It’s a genuine partnership that intends to guide local government in the choice of the most efficient models that will maximise benefits for the city or town and its residents, by adopting the best administrative and financing opportunities.
It is possible, for example, to plan a range of services with Enel X through public-private partnerships, calibrating the investment, length and type to stay within the aims of a predefined budget. The initial investment will be entirely provided by Enel X who, by sharing energy saving with the city or town in question, is able to offer local government an excellent service at zero cost.
“When Smart Cities are mentioned in the call for tenders by local government” – said Daviddi – “we are often confronted with a vast array of objects, however no-one tackles the problem of how these will then actually be managed. It is necessary, when building a Smart community, to identify which services are able to dialogue with each other, while having clear ideas about which of these can pay for themselves, generating cash flow, or can be sold to third parties, and, conversely, which services will not be repaid by their use.”
You cannot offer a basket of opportunities, knowing that once they are built, they will just stay there, disconnected and unused because the ability to manage them or the interest of residents to use them or the availability to pay for their use is missing. This is what makes the difference between gadgets and a real service.
