The Decree issued on 22 December 2017 by the Italian Ministries of Economic Development (MiSE), of the Environment (Ambiente) and of Economy and Finance (MEF), sets out the priorities, criteria, conditions and management approaches as well as the initial allocation for the “National Energy Efficiency Fund” (€ 185 million already made available by MiSE, and additional funds for 2019-2020 estimated at approximately € 125 million).
Beneficiaries: enterprises from all sectors, acting individually on in consortia, and ESCOs
- For energy efficiency investment projects aimed at improving the energy efficiency of processes and services (including the buildings where business activities are conducted), and for the installation and/or upgrading of district heating and cooling networks and systems.
- For ESCOs conducting energy efficiency investment projects aimed at: activities to improve the energy efficiency of public services and/or infrastructures, including street lighting; activities to improve the energy efficiency of residential buildings (social housing in particular); and activities to improve the energy efficiency of buildings owned by the Public Administration.
Enterprises must have been duly constituted for at least two years. ESCOs must have obtained the UNI CEI 11352 certification.
Form of concession:
⮚ Guarantees on single financing operations
For financing up to 80% and in any case up to an amount of between € 150,000 and € 2.5 million. Operations are backed by State guarantees which cannot exceed 15 years in duration, are on first demand and cover the definitive loss sustained by the parties requesting the capital, as well as the contractual and default interest to an extent not exceeding a 0.5% interest rate or the statutory interest rate if higher.
⮚ Concessionary financing not exceeding 70% of the eligible costs at a fixed rate of 0.25% for a maximum duration of 10 years with a maximum pre-amortisation period of 3 years.
Issued from a minimum of € 250,000 to a maximum of € 4.0 million, to cover up to 70% of eligible costs. Repayment schedule in six-monthly instalments.
The above-mentioned concessions may be granted individually or may be cumulated. In any case, the beneficiary must provide a financial contribution amounting to no less than 15% of the project cost. Furthermore, the concessions may be cumulated with other concessions.
Financing for ESCOs is granted on the basis of the “de minimis” regulation (this does not apply to enterprises).
Expenses must be incurred after the date on which the request was submitted.
Eligible costs incurred in carrying out the activities regard:
a) Consultancy services related to the project (max. 10% of the total project costs): planning and design, works supervision, testing, feasibility studies, energy performance certification;
b) Equipment, systems and machinery (including remote control and remote management systems), and CHP systems connected to district heating networks;
c) Operations on the building envelope (opaque and transparent): masonry and similar work, including the cost of seismic risk mitigation where it involves building elements subject to energy efficiency improvement;
d) Specific infrastructures: civil engineering works, support infrastructure, water and electricity supply lines, network connections.
The non-eligible costs include:
1. Expenses related to assets purchased via finance lease;
2. Expenses related to used machinery and systems;
3. Operating expenses: notarial fees, levies, taxes;
4. Specialist consultancy services provided by officers and/or partners of the beneficiary;
5. Single expenses amounting to less than € 500.
Applications must include the following information:
✔ Detailed description of the project;
✔ Project costs table, pointing out which costs are eligible;
✔ Project schedule;
✔ Pre-project energy performance certificate or energy audit for applications which include activities to upgrade buildings’ energy efficiency;
✔ Quantification of the achievable savings, with details of the parameters used in the calculations.
Concessions shall be granted according to the chronological order of the applications, and until the available funds have been exhausted. The process of granting the concessions shall be conducted by INVITALIA.
ELIGIBLE ENEL X PRODUCTS:
Energy efficiency solutions such as compressors, boilers, chillers, ORC units (heat recovery systems for generating electricity), fluid pumps, heat pumps, cogeneration within the limits set forth by the call for applications.
